African Trade Finance Just Got a Major Boost – But Will It Be Enough?
In a significant move for African trade finance, the African Export-Import Bank (Afreximbank) has successfully closed its second Samurai bond transaction, raising a whopping JPY 81.8 billion (approximately USD 527 million). This impressive feat, announced in Tokyo on November 28, 2025, marks a substantial increase from their 2024 debut and highlights growing Japanese investor confidence in Afreximbank's creditworthiness and its expanding presence in the yen capital markets. But here's where it gets interesting: can this influx of capital truly accelerate Africa's industrialization and intra-regional trade, as Afreximbank aims to do?
The transaction, structured through Regular and Retail Samurai Bond offerings, attracted over 100 institutional and retail investors. This surge in interest is particularly noteworthy given the market's anticipation of a Bank of Japan interest rate hike, which typically drives investors towards shorter-term investments. Afreximbank strategically capitalized on this sentiment by focusing on a 3-year tranche during official marketing, resulting in strong participation from asset managers, life insurers, regional corporates, and high-net-worth individuals.
And this is the part most people miss: Afreximbank's success wasn't just about timing. A comprehensive investor engagement strategy played a crucial role. Leveraging the Tokyo International Conference on African Development (TICAD9), they conducted Non-Deal Roadshows across Japan, hosted a Global Investor Call, and employed a two-day soft-sounding process to gauge investor appetite across various maturities. This proactive approach, coupled with their participation in the Africa Finance Seminar at TICAD9, undoubtedly contributed to the bond's success.
The Retail Samurai bond offering, a JPY 36.0 billion 3-year tranche, was particularly impressive, more than doubling their inaugural Retail Samurai issuance in 2024. This achievement, facilitated by SMBC Nikko Securities Inc. as Sole Lead Manager and Bookrunner, underscores the growing appetite for African investment opportunities among Japanese retail investors.
Chandi Mwenebungu, Afreximbank’s Managing Director, Treasury & Markets and Group Treasurer, expressed satisfaction with the outcome, emphasizing the deepening relationship with Japanese investors and their commitment to further engagement in the Samurai market.
But the question remains: is this enough? While Afreximbank's efforts are commendable, the challenges facing African trade are complex. Infrastructure gaps, bureaucratic hurdles, and political instability continue to hinder progress. Afreximbank's Pan-African Payment and Settlement System (PAPSS) and the US$10 billion Adjustment Fund are steps in the right direction, but sustained investment and collaborative efforts across the continent are crucial for long-term success.
