In a bold move to harness the talents of its citizens who have studied abroad, China is ramping up support for returning overseas students amid a significant increase in their numbers. The nation has introduced a comprehensive national service platform designed specifically to assist these returnees in navigating the job market and launching their own businesses.
The Ministry of Education has collaborated with 50 different organizations to provide essential resources such as entrepreneurial mentors and direct connections to local government bodies and corporations that are actively seeking skilled individuals. This initiative underscores the ongoing recognition of the value that overseas returnees bring to the economy, even in light of recent debates questioning the benefits of foreign degrees. Zheng Jinlian, the vice-president of the Beijing-based think tank Centre for China and Globalisation, noted that despite some skepticism in public discussions, there remains a strong acknowledgment of the importance of these individuals.
"Overseas students are pivotal in fostering innovation and entrepreneurship; they contribute significantly across various sectors and enhance our overall talent pool," Zheng emphasized. This sentiment highlights a critical perspective: while some may doubt the advantages of studying abroad, the government is clearly taking steps to attract these individuals back home.
Recent analyses have pointed out that specific industries, particularly those in artificial intelligence and advanced materials, are in urgent need of the expertise that returning overseas students can offer.
This new support initiative was announced during a celebration of the 30th anniversary of the "Chunhui" program—a longstanding government effort aimed at encouraging overseas students to utilize their skills for national progress—held in Shanghai on Thursday.
Wang Daquan, who leads the Chinese Service Centre for Scholarly Exchange under the Ministry of Education, shared insights during the event, stating that research indicates a "very strong desire" among young people who have studied abroad to return to China to pursue careers and entrepreneurial ventures.
