A bold step towards a greener future: Eureka's Climate Action Plan gets the green light!

The Eureka City Council's unanimous approval of the Regional Climate Action Plan (RCAP) is a significant milestone in Humboldt's journey towards a sustainable future.

But here's where it gets controversial: the plan, developed collaboratively with various local entities, aims to tackle the region's greenhouse gas emissions, with a focus on transportation, which accounts for a whopping 73% of the county's total GHG inventory. The strategies proposed include expanding access to public transit, electric vehicle infrastructure, and promoting walking and biking trails.

The RCAP, adopted by the Humboldt County Board of Supervisors last December, aligns with California's ambitious goal of reducing GHG emissions by 40% from 1990 levels within the next four years, and achieving carbon neutrality by 2045. It's an ambitious target, and Eureka's plan is a crucial part of this statewide initiative.

"The RCAP is a comprehensive document, with over two dozen measures and well over 100 individual action items," explained Chris Lohoefener, a senior planner, at the council meeting. "These are not mandates, but rather a flexible framework that allows the city to prioritize and adapt strategies to its unique needs and existing policies, such as Eureka's 2040 General Plan."

Lohoefener emphasized the plan's adaptability, designed for implementation over time with regular progress tracking and updates as circumstances evolve. Once approved by all seven city councils in the county, the Humboldt County Association of Governments (HCAOG) will establish a Regional Climate Committee and appoint a manager to oversee the plan's execution.

"The city staff will continue engaging in regional discussions to finalize the committee's structure and the program manager's role," Lohoefener added. "Any future decisions, be it staffing, funding, policy updates, or a city-specific work plan, will be brought back to the council for consideration and guidance."

Councilmember Scott Bauer, who moved to approve the plan, acknowledged the magnitude of the task ahead. "This is a huge undertaking. We have limited time to make significant changes to our way of life, and this plan sets the foundation for real action. It's a great document, and I'm grateful to the staff for their hard work."

Councilmember Leslie Castellano agreed, expressing enthusiasm for the plan's potential to guide Eureka's environmental efforts. "I look forward to creating a comprehensive guidebook for implementing these measures as we progress through the process."

The motion passed unanimously, with a 5-0 vote.

In other news from the council meeting, staff provided an update on the Eureka Visitor Center, which received its official designation as a California Welcome Center in 2024. Old Town Eureka saw an impressive 1.2 million visitors in 2025, with over 24,000 visiting the welcome center, according to data sourced from Placer.ai. The council accepted the report, but no formal action was taken on this item.
