Each year, SpaceNews highlights the game-changers in the space industry, and this year's Icon Awards ceremony was no exception. Among the winners was a project that has faced its fair share of challenges and controversies: the development of TraCSS, a civil space traffic management system.
The Road to TraCSS: A Story of Perseverance
In 2018, the Trump administration initiated a bold move by tasking the Department of Commerce with leading the development of a space traffic management system. This marked a significant shift from the traditional role of the Defense Department. However, the journey to create TraCSS was far from smooth sailing.
The initial stages were plagued by funding issues and skepticism. Congress was hesitant to allocate the necessary funds, and there were doubts about the Commerce Department's suitability for such a critical task. A report by the National Academy of Public Administration in 2020 addressed these concerns, concluding that Commerce was indeed the best fit, outranking NASA and the FAA.
It wasn't until fiscal year 2023 that the Office of Space Commerce received the financial boost it needed to accelerate TraCSS's development. And accelerate they did!
Agile Development: A Recipe for Success
The office adopted an agile development approach, a strategy commonly used in software development. This method allowed them to focus on creating a minimum viable product first and then iteratively improve it based on feedback. It was a smart move, as it enabled them to quickly scale up and start assembling TraCSS.
But the technical challenges were just one aspect. The Office of Space Commerce also had to navigate complex relationships. They needed to collaborate with the Space Force, which would provide crucial data for the system, and engage with various companies that could offer additional data and services. One key consideration was ensuring that the basic safety services offered by TraCSS, such as collision alerts, didn't compete with more advanced commercial offerings.
TraCSS Takes Flight: A Beta Test and Beyond
In September 2024, phase 1.0 of TraCSS began with a beta test involving several satellite operators. Over time, the test expanded to include more companies, with SpaceX, the largest satellite operator with its Starlink constellation, joining the ranks. The office continued to enhance TraCSS, adding features to prepare for full service in early 2026.
And this is the part most people miss: despite political headwinds and budget proposals to terminate TraCSS, the commercial space industry has stood behind it. They recognize the essential role TraCSS plays in ensuring safe space operations.
The program manager, Dmitry Poisik, expressed confidence in August, stating that the restored budget would allow them to fulfill TraCSS's basic mission, which is more crucial than ever as the number of satellites in orbit continues to grow.
